PRESIDENT

Raffi is a national construction association executive with an MBA, a CSP (Certified Safety Professional), and earned an authorization as an OSHA Outreach instructor. He has spent his career driving measurable reductions in injuries and fatalities across the industry. He brings over 15 years of experience helping construction companies improve safety and productivity while reducing risk and cost—contributing to billions in savings across the construction sector. With a “Workers First” mentality, he partners extensively across the industry—working with labor, contractors, trade associations, universities, industry solution providers, and construction companies of all sizes—and serves as a trusted advisor to several publicly traded companies in the construction sector.

VICE PRESIDENT

For more than 30 years, Mr. Azbill has helped construction organizations build safer workplaces, strengthen operational performance, and develop cultures where safety is a shared responsibility. As Vice President, he partners with owners, contractors, and executive leadership teams to develop practical, results-driven solutions that protect people while supporting project success. Throughout his career, he has held executive and senior leadership positions with some of the nation's most respected construction organizations, including Kiewit Construction, Suffolk Construction, Cannistraro, Callahan Construction, and Milwaukee Tool. His experience spans the power generation, civil, mechanical, industrial, government, and high-rise construction sectors, leading safety strategy on some of the industry's most challenging projects with operations exceeding 240,000 work hours each week. 

CONSULTANT

Scott serves as the lead consultant for Safety and Health – The Construction Safety Organization. He retired from OSHA after 34 years of federal service as the Deputy Assistant Secretary for OSHA in the National Office. He also served as Director of OSHA’s Directorate of Enforcement Programs (DEP) and the Directorate of Construction (DOC). Prior to joining OSHA’s National Office, Scott served almost 20 years in the field in various capacities, including Area Director in OSHA’s Anchorage Area Office; Assistant Area Director in the Lubbock, Texas Area Office; acting Deputy Regional Administrator in the Seattle and Philadelphia Regional Offices. He also spent five years as a staff industrial hygienist with the U.S. Army Medical Activity at Bassett Army Hospital on Fort Wainwright in Alaska. He is also proud of serving 24 years in the Active Army, Army Reserve, and Army National Guard as a commissioned officer, retiring in 2012.

SAFETY AND HEALTH CONSULTANT

Tim is the former Acting Director for the Directorate of Construction at OSHA’s National Office, where he spent 24 years advancing safety and health standards in the construction industry. His OSHA career began in the Boston South Area Office, where he served as a Compliance Assistance Specialist and Compliance Safety and Health Officer on the construction strategic team. He later worked with OSHA’s Region I in Boston, covering Vermont, New Hampshire, Maine, Massachusetts, Rhode Island, and Connecticut. During his tenure, Tim led multiple high-impact initiatives, including but not limited to, National Mental Health in the Workplace efforts, Suicide Prevention Awareness in the construction industry, OSHA’s Trenching Safety Initiative (TSI), Expanding the National Stand-Down to Prevent Falls in Construction to include Premier Partners, Serving as Designated Federal Officer for the National Advisory Committee on Construction Safety and Health (ACCSH), Leading OSHA’s transition of compliance officers from traditional hard hats to newer ANSI Type 2 safety helmets. Before joining OSHA, Tim owned an electrical contracting business in Boston and holds Journeyman and Master Electrician licenses and is a Graduate of the Federal Executive Institute (LDS 497).

CONSULTANT

Pete is a Certified Safety Professional bringing extensive subject matter expertise with over 40 years as an occupational safety and health professional. He served as the longtime director of safety and health at two national construction trade associations, was the chairman of ANSI/ASSP A10.1 and ANSI/ASSP A10.35 and has provided leadership on many national safety and health steering committees across the construction industry. He was a 20-year faculty member at a construction project management institute presented at the University of Texas in Austin teaching construction industry project managers effective safety management practices. 

SAFETY AND HEALTH CONSULTANT

Brandon has 27 years of experience in the construction industry holding various positions from leadership to senior safety and senior employee development roles. He is a lifelong construction professional and advocate for total worker wellbeing with specialization in heavy civil, roadwork, and DOT work. His career passions expand beyond safety, and he is viewed as a leader in Leadership development, Mental Health Awareness, Suicide Prevention and Substance Misuse. His work on these issues has influenced governments, associations, organizations, and organized labor nationally and internationally, and has fundamentally transformed the way our industry views our workers.
